Richard Weisman, Baker McKenzie

Richard Weisman has served as Governor of the American Chamber of Commerce in Hong Kong, for many years dating back to the 1990s. He has worked with APCAC on tax policy issues including the foreign earned income exclusion and residence-based taxation, as well as tax issues faced by US multinationals operating in the Asia Pacific region.

Richard advises on international tax matters with a focus on Asia and the US. He advises on tax planning, compliance, and dispute resolution. He has also advised governments and industry groups on tax policy matters.

Richard served as Head of Baker & McKenzie’s Global Tax Practice Group from 2009-2012. He also served for five years on Baker & McKenzie’s global Executive Committee. While a member of the Executive Committee, Richard had overall responsibility for the Firm’s Asia Pacific Region. He has been based principally in Hong Kong since 1988, while also working in Baker & McKenzie’s offices in New York and Singapore.

In addition to his work with AmCham and APCAC, Richard is a long time member of Hong Kong’s Joint Liaison Committee for Taxation. He also has served on the Executive Committee of the Hong Kong branch of the International Fiscal Association.

Richard graduated from Yale University with a B.A. (1979) and Harvard University with a J.D. (1982). He is admitted as an attorney in New York and Massachusetts.
